Global Search for Air Traffic Controllers

Airservices Australia has commenced a global recruiting campaign to select
and recruit experienced air traffic controllers.

Placement opportunities are likely be available at east coast capital cities
and opportunities are expected to be available in the following streams:

· Terminal Area/Approach

· Enroute

· Tower

Opportunities may also be available in regional towers which are located
across Australia.

Purpose of recruitment campaign

This recruitment program is to provide operational capability to:

ensure effective staffing of rosters;
cover anticipated staff movements and attrition during 2007/2008;
provide resource capability to support:
the planned transition of civil air traffic control into the planned Service
Delivery Environment; ATC project and other business growth initiatives

Application prerequisites

Airservices Australia will consider applications from those candidates who
hold a current ICAO ATC licence and who have exercised operational
endorsements within the last two years.

Candidates who meet the following criteria will be highly regarded:

· Eurocat experience; and/or

· previously held and exercised an Australian civil ATC licence; and/or

· have Australian citizenship or permanent residency status in Australia,

Expatriate Australian civil air traffic controllers currently working
overseas are strongly encouraged to apply.

Existing Applicants for ATC employment

Candidates who have previously lodged an application for training and
employment with Airservices Australia as an air traffic controller, and who
have not already been assessed will automatically be considered under this
program and need not re-apply. They candidates should review their on-line
application and ensure that their most recent employment and contact details
are properly recorded.

Candidates without Australian citizenship or permanent residency status

If candidates do not have Australian citizenship or permanent residency
status, and they do satisfy our other employment prerequisites, then we may
consider sponsoring them for Australian residency subject to them being able
to satisfy Australia’s immigration requirements.

The Department of Immigration and Multicultural Affairs (DIMA) have advised
that it is unlikely that permanent residency status would be available to
successful overseas candidates until such time as any skills gap and
endorsement training, determined necessary by Airservices Australia, has
been completed and the Australian civil air traffic control licence formally
issued. This is the point at which an essential criteria for permanent
residency would be satisfied. An application for permanent residency would
then need to be submitted.

Successful candidates would need to be considered by DIMA for the issue of a
temporary residency visa and would at all times be subject to the visa’s
terms and conditions.

Employment requirements

Prospective candidates need to satisfy a number of pre-requisites for
employment. These include, but are not limited to:

· be issued with a class 3 medical certificate by Australia’s Civil Aviation
Safety Authority. Class 3 requirements are set out at the following link:

· undergo and successfully complete comprehensive alcohol and drug
screening,

· successfully pass a “police records” check

· qualify for the issue if an “Aviation Security Identity Card”

· satisfy stringent English language requirements

Information about training

Airservices Australia will determine the training requirements for
successful candidates on a “case by case” basis.

Depending on the skills and experience of the candidate, they may be
required to undergo short course skills gap training (6-8 weeks) at our Air
Traffic Control College in Melbourne, Victoria.

All candidates will be required to undergo final field training (usually
6-12 weeks) to achieve ratings and endorsements for the stream and location
of the ATC function that they have been assigned to.

Short Course or direct entry placement

Short course training is the nominal entry method for candidates with prior
ATC experience; however, direct entry may also be considered where selected
candidates do not need to undergo bridging training at the Airservices
Australia Training College in Melbourne.

Recognition of prior learning (RPL)

Applicants with prior ATC experience, who are deemed suitable for training
and employment, will automatically be assessed for eligibility to be granted
Recognition of Prior Learning (RPL). RPL will only be granted if applicants
are able to provide formal evidence that they have previously achieved the
learning outcomes for the ATC training curriculum. Due to licensing and
regulatory requirements, Airservices Australia may require applicants to sit
a “challenge test” to demonstrate that they meet a specific competency
standard before RPL will be granted. Other factors that Airservices
Australia will consider include the length of time since the applicant last
performed operational traffic separating functions.

When is RPL determined?

Airservices Australia will only determine RPL entitlements for those
applicants who have been formally offered employment by Airservices
Australia.

Assessment of candidates

Candidates being considered for employment will be required to:

· provide Airservices Australia with “certified true copies” of licensing
documentation which confirms their skills, qualifications and full
licence/ratings history,

· provide details about when and where they undertook their initial ATC
training and the course content;

· provide Airservices Australia with copies of their rating assessment
papers for all ratings and endorsements held in the last three years of
licensed ATC duty.

Note: All documentation submitted to Airservices Australia must be a
certified “true copy” by an authorised person in the licensing authority.

· provide names and contact details of at least three operational referees
including their most recent Operational Manager and Operational Supervisor.

· consent to nominated referees, and/or the ATC licensing authority,
disclosing details of their prior operational and employment history as may
reasonably be requested by Airservices Australia.

· undergo face to face interview.

· provide all other requested documentation to enable a skills gap analysis
to be conducted by Airservices Australia.

Candidates may also be required to:

· complete a personality profile questionnaire

· complete online abilities assessments.

Terms and conditions of employment

These will be negotiated on an individual case by case basis and the
following is provided as a general guide to the benefits that successful
candidates can expect:

· salary during training will be between $A65-70,000

· salary upon completion of training will be between $A70-100K plus
depending on the proven skills and experience, and will be determined on an
individual basis.

· the salaries listed above include shift penalties but exclude payments for
public holiday and additional hours duty.

· generous leave of up to 6 weeks recreation leave for 24/7 shift workers
and extensive personal leave provisions also apply;

· employer contribution to superannuation;

· Airservices Australia may consider providing financial assistance for
relocation for overseas candidates. The level of assistance will be
negotiated on an individual basis.

· air traffic control is a transferable job classification and successful
candidates may have the opportunity to move to new locations.
